Development programs are implemented by the manpower of development projects in different ministries of the government. The success of the development program is a reflection of the good and bad of every government. From 09.04.1972 to 02.05.1995 there was a transfer from development project to revenue sector i.e. from 03.05.1995 there was administrative complexity and lack of rules and regulations in transfer from development project to revenue sector. If the continuity of work created through the project is not maintained in the revenue sector, the main objective of the project is disrupted.
